What the IRS does not accept by fax

Updated September 2026

Knowing which forms cannot be faxed saves more time than knowing which can. Faxing a form the IRS does not accept that way is not an error message; it is silence, and you find out months later when nothing happened.

The test that always works

Open the instructions for your form and find the section called Where To File. If that section lists only mailing addresses, the form is not faxable, no matter what any website tells you. The IRS publishes a fax number when a fax route exists, and omits it when it does not.

Not accepted by fax

FormWhat it is forHow it actually goes
W-7Apply for an ITINMail to the ITIN Operation in Austin, a private delivery service, an IRS Taxpayer Assistance Center by appointment, or a Certifying Acceptance Agent. Never fax. Original identity documents or certified copies are required, which is exactly why fax is not an option.
8822-BChange of business address or responsible partyMail only. Its Where To File section lists two addresses and no fax number. Note the 60-day rule for reporting a change of responsible party.
1040, 1120, 1065 and other real returnsAnnual tax returnsElectronic filing or mail. A fax is not a filed return. The one lookalike exception is the pro forma 1120 that carries Form 5472 for a foreign-owned LLC, which is fax or mail precisely because it cannot be e-filed.
PaymentsAnything involving moneyNever faxed. Use IRS Direct Pay, EFTPS, or a card processor. A faxed check image is not a payment.
Be careful with what you read online. Several sites publish a fax number for forms the IRS does not fax at all, usually because the page was written once and never checked again. Verify in the form's own instructions on irs.gov the week you send.

For contrast, these do have a published fax route, and for some of them fax is the fastest option by weeks:

The current numbers for all of these are collected in one table.

The pattern behind the rule

The IRS accepts fax where the filing is a request or an authorization that a human reads and keys in. It refuses fax where the filing must enter an automated processing system, where original documents are required, or where money moves. Once you see that pattern you can usually predict the answer before you look it up.
