How to fax Form SS-4 to the IRS and get an EIN without an SSN

Updated September 2026

If you own a U.S. LLC and you do not have a Social Security Number or an ITIN, you cannot apply for an EIN online. The IRS online tool asks for a U.S. taxpayer ID that you do not have. Fax is the route that works, and it is far faster than mail.

Which fax number to use

The IRS splits applicants by where the business is based, not by your nationality.

No legal residence or principal place of business in any U.S. state
304-707-9471

Use this one if you are faxing from outside the United States. This is the case for most foreign owners of a U.S. LLC who operate from their own country.

Same situation, but faxing from inside the United States
855-215-1627
Principal place of business in one of the 50 states or DC
855-641-6935

Use this if the business actually operates from a U.S. state.

The IRS says faxed applications are generally processed within four business days. By mail it is about four weeks.

What to put on line 7b when you have no SSN

Line 7b asks for the responsible party's SSN, ITIN or EIN. This is where most applications get rejected.

The rest of the form, briefly

Getting the EIN back by fax

This is the part people miss. In the box near the signature, Form SS-4 asks for a fax number where the IRS can reply. Fill it in.

If you do not have a fax number to receive on, that is exactly what FaxFast is for: a real U.S. fax number that sends your SS-4 and receives the IRS reply as a PDF in your inbox.

Keep the transmission receipt. The confirmation showing the date, the destination number and the page count is your only proof that you filed. Save it. If the IRS says it never received the form, that receipt is the argument.

Common reasons an SS-4 comes back rejected

After you have the EIN

If the LLC has a single member and that member is a foreign person, the EIN is what lets you meet your annual reporting obligation. See the guide on Form 5472 for foreign-owned LLCs, which is also filed by fax and carries a $25,000 penalty when it is missed.

You need a fax number to send it and to receive the reply

FaxFast gives you a real U.S. fax number in about two minutes. Send the SS-4 as a PDF from your browser, get the IRS response in your email, and keep every receipt.
